A project in Caracas, Venezuela, is giving citizens a chance to take back their city by using their cell phones. Caracas, known as the crime capitol of the world is getting a chance to improve that image with a new crime reporting system called CiviRep. CiviRep allows citizens to report crimes in real time using their mobile phones, potentially giving the Caracan police thousands of eyes and ears on the street.
