This was the video that was shown on Fox and Friends on July 7th, 2007 about the cost of the health care reform package. (They edited it for length, which confused me since it's so damn short.)

Obama's $17 Billion Budget Cuts In Context
While the president's $100 million dollar cuts weren't even a drop in a bucket, the $17 billion in cuts at least means something. But it's a far cry from the "net spending cuts" we were promised.

NOTE: Thank you to FactCheck.org for noticing an error in my arithmetic. The Bush budget was actually 12 gallons less than the Obama budget (not 9)... so the real difference is actually greater than the video portrays.
