I think many teachers would be thrilled to go to the third phase of educational technology in their teaching, but need a hand getting there. A district needs to provide assistance for the teachers in planning and constructing their early web 2.0 projects. Most districts now have someone to help fix a computer when it goes down, but I wonder how many districts have personnel available to coach teachers through their first few implementations of this type of plan. In these days of budget cuts, even a web 2.0 peer mentoring system could prove valuable.
