Americans are not superior; in fact, in some places in the States, the story is worse. In the State of California, if you are under the age of thirteen, the place where you stand the greatest chance of being sexually abused is not the home you come from; it's the California Youth Authority. In fact, if you are placed in the California Youth Authority, your chances of being raped are better than your chances of not being raped. If you are between the ages of fifteen and sixteen, placed in the California Youth Authority, and raped, your chances of being infected with HIV are twice that of your chances of not infected with HIV. In other words, children who are adjudicated in America, are raped and infected with HIV in alarming numbers. The State of California is subsequently responsible for spending the money necessary to maintain HIV positive minors on antiviral therapy until such time as they are not adjudicated. At that point, they're simply switched as adults to Medi Cal and the State continues bear the cost of supporting young adults living with HIV. If you are an eighteen-year-old who has spent more than one year of your past living under the legal authority and auspices of the California Youth Authority, the probability that you will move on to an adult prison are more than eighty percent.
