Gambling is increasingly becoming an addiction for states trying to balance their budgets in the midst of an economic crisis. Giving in to the temptation by allowing casinos or expanding state-sponsored gambling would heap the financial burden on those least able to afford it, said several United Methodists on the front lines of the public policy debate.
