The presenter is Louis Fisher from the Library of Congress and the discussant is Rick Waterman of the University of Kentucky. John Locke and William Gladstone had ideas on the nature and scope of power held by the chief executive but so did the American founding fathers. How did the new American interpretation of the powers vested to the leader of state differ from the British Antecendents?
