After his performance in movies like Four Brothers and The Departed, i think he's become one of Hollywood's better actors. He's no Morris Chestnut or anything but he's good. LOLMore Below:

This film is based on a game. The problem with these kind of games is that they have a lot of shooting and little plot so there is not much to base on. Take for example Hitman which is a great game, but the movie sucks. The producers really have to thank God that there are choreographers and visual effects to add something decent to them.
